Hiring: Coordinator/Manager: "Migration & Refugee Integration Support"
The primary focus of this position is on refugee and migration support, working directly with refugees and migrants in Romania as well as with local authorities and communities to improve support, overcome stereotypes and negative images, and foster collaboration for improved policy and practice. You will be responsible for i. understanding policies and practice issues around refugees and migrant support in Romania; ii. learning from good and best practices in Romania, in Europe and internationally; iii. fostering strong partnerships and engagement with institutions, authorities, universities and civic organisations in Romania as well as across Europe and internationally; iv. play a key role in further developing PATRIR projects and programming.
This programme is part of our broader array of programmes at the Institute addressing social cohesion and inclusion in Cluj and nationally in Romania; working to engage to improve policy and practice in Romania and more widely across Europe; and our work to challenge rising polarisation and hate speech/hate messaging and authoritarian and populist movements in Europe. It is integral to the Institute’s approach to promote evidence-based policy and practice, improve multi-stakeholder and multi-sectoral cooperation, and take a human- and needs-based approach to all programming.

The position will play a critical role in helping to continue to develop and grow PATRIR’s work in this field. PATRIR is currently engaging in two large-scale EU-funded projects, WANNE (We All Need New Engagement) and STIRE (Supporting the Integration of the Resettled), and will shortly begin a third, EPI (European Pact for Integration).
PATRIR is looking for highly motivated candidates to join these exciting European projects and to lead implementation in Romania. The role will involve extensive collaboration with key institutions, stakeholders, policy makers and front-line practitioners in Romania, as well as building relations, collaboration and exchanges of lessons and best practices across Europe.
The project management skills and attention to detail that the applicants bring will be essential for the success and on-time delivery of project actions. Strong communication skills, experience in collaboration and partnership-based projects, positive energy and constructive, independent thinking are required.
We are particularly looking for someone with expertise/background/experience working on refugee and migration support. If you do not have these, strong experience and engagement on issues of social cohesion and inclusion, working with diversity, and engaging local stakeholders and partners are essential.
About the projects
In 2018 PATRIR began a new EU-funded project on refugee and migrant integration, entitled WANNE – We All Need New Engagement. The project is implemented by 14 partners from 7 EU countries (Austria, Malta, Slovenia, Italy, Croatia, Greece and Romania) which have joined together improve practical support for third country nations (TCNs). The project engages TCSN in the communities of the receiving society with a special focus educational, cultural and social activities, decision-making frameworks and civic engagement. Partners will implement and share good practices, establish an online database of support services available to TCNs, conduct partnership fairs, awareness raising and advocacy trainings including follow-up activities, and strengthen local civic and state programming and capacities to support TCNs and integration needs. Tandem teams will implement 70 awareness raising workshops on human dignity and gender sensitivity. A main focus of WANNE is on the sharing of knowledge, lessons learned and successful experiences between the partner countries, which will result in a transnational report on good practices.
The project’s central focus is to foster the integration of resettled Third Country Nationals (TCNs) into their respective host communities by contributing to their support pre-departure and post-arrival, capacity building in the receiving communities, and promoting cooperation and partnership between resettled TCNs and host communities. The project is a collaboration between partners from Austria, Croatia, Italy, Slovenia, Ireland, and Romania
As part of the project, a web-blog will be developed and promoted to deliver pre- and post- departure information about resettlement for TCNs, also providing information for professionals and practitioners working with them. Socio-cultural-orientation workshops and tailor-made seminars will provide first-hand essential for TCNs and host communities, in order to provide necessary skills and ease the transition process. Public events and workshops will promote cooperation and partnership between TCNs and their host communities as well as enable community involvement by volunteering and self-expression in exhibitions and cultural markets.
- Assessment of cities’ performances in relation to the integration of TCNs through the implementation of an Intercultural Review in each city. The results of the Review will support cities in defining policy areas where integration of TCNs is more needed and lay the base for the codesign of tailored solutions.
- Engagement of city stakeholders in a participatory policy design process aimed to identify and co-design solutions;
- Definition of one City Integration Strategy in each city.
- Pilot implementation of City Integration Strategies
- Upscaling project methods and outputs at European level with online (e.g. website, social media, videos) and offline tools (e.g. Reports, National conferences, Final European Conference).
Tasks & Responsibilities
- Managing Partner and Stakeholder Relations: establishing solid working relationships with partners and other key stakeholders;
- Communications Management: Managing communications and ensuring all stakeholders are aware of activities and progress; Overseeing project-wide communication strategy in cooperation with the project’s communications officer;
- (PM) Team & Staff Management: Managing staff, assisting effective task and project-planning, providing management support and leadership to best achieve the impact of the project outcomes and jointly overcoming any obstacles or challenges;
- Project Planning & Time Management: Creating and maintaining comprehensive project documentation; Creating meticulous schedules and project timelines, and ensuring staff and partner deadlines are met; Ensure resource availability and allocation, with effective prioritisation;
- Financial Management & Oversight: Managing the project budget in cooperation with the Financial Officer;
- Programme Development & Fundraising: Working together with the team and programme line and partners to develop and grow the Institute’s programming in this field, including development of new and related projects and project grant and funding applications;
- Risk Management: Forward identification of possible risks and challenges within the project and taking measures to effectively address them;
- Quality Assurance: Review project and task implementation and product quality; ensure products are in line with Institutional and Field-standards;
- Monitoring, Evaluation, Learning & Improvement: Working with the Evaluation Officer of the project to best support and ensure effective measuring, monitoring and evaluating project performance using appropriate systems, tools and techniques to ensure key performance indicators are met or surpassed and to improve in-project learning and performance improvement;
- Project Representation: Attend conferences and training as required to represent the project and the Institute nationally, within the EU and internationally, to promote project outcomes and objectives and core policy and practice objectives of the Institute and improve individual proficiency;
- (PM) Managing and supervising personnel, including:
- Motivating and encouraging staff;
- Creating a collaborative work environment within the team based on constructive dialogue;
- Reviewing performance and improving where necessary;
- Selecting, recruiting and training new members of the project team.

For this position: Romanian language fluency is helpful but not absolutely required. The candidate must have the legal right to work in EU states or a Romanian work-permit.

- Experience in multi-stakeholder project collaboration and partnerships preferred. Ability to motivate with remote multidisciplinary and international teams is an important competency.
- Strong working knowledge of Microsoft Office
- Experience in strategic planning, programme planning and development would be positive
- Excellent English (written and spoken); Native Romanian Language level highly beneficial

Starting salary range is Euros 800 – 1100 net / in hand (after taxes) depending upon experience and qualifications, with the ability to increase salary further through project development and performance.
