Establishing a Multi-Sector, Multi-Agency Working Group for Early Warning, Peacebuilding & Prevention

Event & Proposed Agenda: Tuesday August 15 2017 – Full Day Event

The Multi-Stakeholder Joint Planning & Development Process is the third in a series of events that have been organised in Nigeria bringing together Nigerian government institutions, local and national organisations, security institutions, and international organisations, donors and agencies involved in early warning, peacebuilding and prevention in Nigeria (nationally, at state levels and locally). The first MSSP was held in October 2016 following an initial mapping of strengths, challenges and gaps in early warning, peacebuilding and prevention in the country. Given positive response, a 2nd MSSP was organised in January 2017. At the 2nd MSSP participants focused on more comprehensive identification, mapping and analysis of current response systems, gaps and challenges, and worked in Task Forces developing key recommendations for improving early warning, prevention and peacebuilding in the country. The 3rd MSSP is now being organised to assist the development of those proposals and establishment of a national multi-sector, multi-agency working group for early warning, peacebuilding and prevention.

Who takes part?

More than 30 national and state level government authorities, local, state and national civil society organisations, security institutions, think tanks, donors, and international partners participated in the first 2 MSSPs. For the 3rd MSSP these same agencies are invited to participate, together with additional institutions directly involved in the implementation, funding or support for early warning, prevention and peacebuilding systems and programming in Nigeria.

What will it address?

The 3rd MSSP will address:
  • Joint analysis of critical issues / possible conflict situations today and over the coming 6 – 12 months;
  • Development of stakeholder proposals for the creation of:
    • A National Platform / Working Group on Early Warning, Peacebuilding and Prevention
    • Development of State Level Coordination Mechanisms
    • Creation of a customized Handbook & online platform on early warning, prevention and peacebuilding for Nigeria

The 3rd MSSP will also explore recommendations for the creation of a standing ‘Steering Group ‘ / Working Group to support implementation of proposals resulting from the MSSP, and the recommendation to hold an international forum / summit on early warning, prevention and peacebuilding in Nigeria in 2018 / 2019.

Establishing a Multi-Sector, Multi-Agency Working Group for Early Warning, Peacebuilding & Prevention is hosted by Search for Common Ground (SFCG) Nigeria and facilitated by the Department of Peace Operations (DPO) of PATRIR. It is intended a joint platform for the benefit of all participating organisations and agencies.

The entire programme will be facilitated by the Department of Peace Operations (DPO) and implemented under Chatham House confidentiality practice.

A joint working session identifying possible risks and critical / violent incident mapping (6 – 12 months horizon and future key incidents)

At the 2nd MSSP a proposal was made to host an international forum / summit on early warning, peacebuilding and prevention in 2018 or 2019. This session will review this proposal.

Nomination & Selection of Possible Standing Steering Committee

At the 2nd MSSP it was proposed to establish a ‘steering committee’ or working group to help move proposals and coordination further. In this session nominations and possible selection of an SSC will be made.
